Step-by-step explanation: in the ratio 5:3 the 5 is dogs and the 3 is cats you multiply the 5 (aka the dogs) by 5 to get 25 (the amount of dogs in the shelter) when you multiply 3 by 5 you get the amount of cats which is 15, a good way to remember is what you do to one side you have to do to the other.
